The Secretary of Agriculture is authorized to investigate the storage of agricultural products, as well as their classification according to grade and otherwise, and the weight and certification thereof; upon application to him by any person applying for a license to operate a warehouse under §§ 341—371 of this title, to inspect such warehouse or to direct the inspection thereof; with or without application to him, to inspect or to direct the inspection, at any time, of all warehouses licensed under §§ 341—371 of this title; to determine whether warehouses for which licenses are applied for and have been issued under §§ 341—371 of this title, are suitable for the proper storage of any agricultural product or products; to classify warehouses, licensed or applying for a license, as to their owners, location, surroundings, capacity, conditions, and other circumstances, and as to the kind of licenses issued or that may be issued for them, pursuant to §§ 341—371 of this title; and to prescribe, within the limitations of §§ 341—371 of this title, the duties of warehousemen authorized hereunder with respect to their care of and responsibility for agricultural products stored in their warehouses; and in cases of emergency, when in his judgment bonded warehouses are necessary but not available, to operate same in accordance with the provisions of §§ 341—371 of this title, in the name and in representation of the Commonwealth of Puerto Rico.
