No bill board, sign, or bulletin board within the urban limits of the respective municipalities shall exceed ten (10) feet in width by ten feet in height unless placed against a wall. An annual license tax of not to exceed fifty cents per square yard shall be collected by the municipalities from persons erecting such bill boards, sign, or bulletin boards, within the urban limits. Nothing in §§ 313—320 of this title shall be construed to prohibit the display of advertising matter on, or affixed to, buildings occupied for business purposes containing the names of the person or firm therein doing business, or setting forth the names, prices and merits of articles therein sold or description of the business carried on, nor shall it apply to window displays or professional signs, provided that such signs or advertising matter do not infringe §§ 315 and 316 of this title. Nothing in §§ 313—320 of this title shall be construed to prohibit the display of advertising matter within buildings used for business purposes.
