(a) Except as provided in subsection (c) of this section and in § 168b of this title, no person shall use, sell, manufacture, import or distribute any laundry detergent, intended to be used or sold in Puerto Rico, containing more than “trace amounts”, as defined in this chapter.
(b) All laundry detergents must include in their labels or packaging a conspicuous statement noting that such product contains “no phosphorus” and/or is “phosphorus-free”, so as to attest compliance with the limitations set forth in subsection (a) of this section.
(c) The limitation set forth in subsection (a) of this section shall not apply to those laundry detergents used to clean articles made of fabric to be used in hospitals, veterinary clinics, and other health care facilities. These products shall include in their labels or packaging a conspicuous statement noting that such product is “for exclusive use in hospitals, veterinary clinics, and other health care facilities”.
