P.R. Laws tit. 16, § 1353
The jurisdiction over the registration of affiliated political parties, as well as all matters covered by this chapter and by prior §§ 1301 et seq. of this title, are hereby immediately vested exclusively upon the Chairperson of Commonwealth Election Commission, regardless of which stage the processing, if any, of said said matters or registration is in before the Commonwealth Election Commission. All records, documents or material related to any matters covered by this chapter and prior §§ 1301 et seq. of this title, are hereby transferred to the Commonwealth Election Commission.
