No later than December 15 of the year prior to the date the primaries provided in this chapter are to be held, each affiliated political party shall file before the Administrator an official certification by the chief authority of the national party in question, certifying the number of delegates and alternate delegates to the national nominating convention that each affiliated political party shall be entitled to elect.
