No public official or employee of any agency may, during work hours and work days, attempt to exert influence, whether directly or indirectly, on any other public official or employee to pay, lend, or contribute part of his/her salary or anything of value to any political party, aspirant, candidate, campaign committee, authorized committee, and political action committee. The provisions of this section shall apply to soliciting contributions, whether in person or through flyers, through telephone messages, computer messages or similar means.
