Whenever in the judgment of the Puerto Rico Planning, Urbanizing and Zoning Board (hereinafter called the Board), as organized under Act No. 213 of 1942, any group of houses or other structures within or without the urban limits of any town of Puerto Rico proves dangerous, prejudicial, or contrary to the safety, health, welfare, and morals of their tenants, or of the community in general, because of any of the conditions set forth under subsection (1) of § 132 of this title, it shall be the duty of the Board to declare the zone where said group of dwellings or other structures are located, a “slum district”. The Board may act on its own initiative, or at the request of the Puerto Rico Housing Authority, or of the Secretary of Health.
