All municipalities and other public entities are hereby authorized (without restricting any provisions of § 115 of this title) to do any and all things necessary for aiding in and cooperating with the planning and developing of an urban renovation project within the area in which such municipalities or public entities are authorized to operate, including the granting of financial aid or aid of any other kind which they are authorized to render under §§ 101—119 of this title with regard to redevelopment plans or projects.
All housing authorities are hereby authorized to delegate to any municipality or public entity any of the powers or functions of such authorities with regard to the planning or developing of an urban renovation project in an area in which such municipality or public entity is authorized to operate, and such municipality or public entity is hereby authorized to perform or exercise such powers or functions for a housing authority. All public entities are hereby authorized to execute agreements (which may cover any period of time, notwithstanding any provision or ruling of law to the contrary) with any other public entity or entities relating to the action to be taken under any of the powers granted by §§ 101—119 of this title, including the providing of funds or other aid in connection with an urban renovation plan or project.
