The Administrator is hereby empowered to adopt the rules and regulations that are needed for the execution of this chapter and for the financing of the Administration and of the programs, services, units, divisions or branches that are transferred to it through this chapter. These regulations shall not take effect until approved by the Board.
Such regulations, except those for internal operation of the Administration, shall be subject to the provisions of §§ 2101 et seq. of Title 3, known as the “Uniform Administrative Procedures Act”.
