The Secretary of Housing is hereby authorized to request from the persons who are to be granted a title deed to the lot where their dwellings are located, to voluntarily contribute the subdivision and administrative expenses needed for the granting of said title deed, pursuant to the terms of this chapter. Said sum shall not exceed $ 100.00 per title, after the approval of this act.
