Acquirers of lots under this chapter, except as provided in § 757a of this title, shall meet the following requirements:
(1) To be the occupant of the lot and live in the dwelling built thereon.
(2) To have established his permanent domicile in said dwelling.
(3) To have no other dwelling of any kind.
