The Secretary of Housing may authorize the transfer of title deeds from the lots that are vacant after the occupied lands have been redesigned.
The Secretary shall give preference in the adjudication of the vacant lots to the families or persons who are included in the following priorities:
First priority: occupant families affected by the redesigning of the lands.
Second priority: families affected by a determination of superior public interest, to that of disposing of the lots, as established in § 757 of this title.
If there are vacant lots after the families or persons included in priorities one or two are covered, the Secretary may adjudicate the remaining lots in usufruct in favor of the low-income families that do not have an adequate place on which to build their dwellings. In such cases, the selection and adjudication criteria for said families shall conform to the Regulations for the Distribution and Administration of Parcels or Lots for Housing under Title V of the Land Act of Puerto Rico; and the granting of title deeds to these families shall be determined according to the requirements established by §§ 681 et seq. of Title 28.
