No person or individual, except for those excluded in §§ 3053, 3054, and 3055 of this title, shall engage in the business of mortgage lending, mortgage brokerage, or mortgage loan origination in Puerto Rico without first obtaining a license issued under this chapter by the Commissioner as provided below.
