(a) The first Monday of May of each year is hereby declared and established as “University Student’s Day”, celebrating the same on “Education Week”, established by § 5044 of this title.
(b) The Governor of the Commonwealth of Puerto Rico shall publish a proclamation in the newspapers of general circulation in Puerto Rico as a reminder of this celebration and shall exhort the universities, public, private, civic, commercial, social and cultural entities to join in the celebration through various activities and programs.
