§ 5223. Aviation Week

(a) The first week of October of each year is hereby declared “Aviation Week”.

(b) The “Dionisio Trigo de Orbeta Award” is hereby created, which shall be delivered to the most outstanding aviator of the year on Wednesday of the Aviation Week.

(c) The Ports Authority is hereby entrusted with the selection of the Most Outstanding Aviator of the Year, and it shall also be the agency in charge of coordinating the activities of the Aviation Week. It is further provided that the Ports Authority shall prepare regulations to establish the parameters for the evaluation and selection of candidates to the Award.

(d) The Governor of the Commonwealth of Puerto Rico shall annually issue a proclamation to exhort the Puerto Rican people to join in the celebration set forth in this section, at least ten (10) days prior to the beginning of said week.

(e) A copy of the annual proclamation and the name of the recipient of the “Dionisio Trigo de Orbeta Award” shall be distributed to the mass communication media of the Island for their disclosure and/or publication.

(f) All duties related to the “Dionisio Trigo de Orbeta Award” shall be attached to the Joint Committee for the Granting of Medals and Awards of the Legislature.
