§ 5221. Drug Use and Abuse Prevention Week

(a) The first week of October of each year is hereby declared as “Drug Use and Abuse Prevention Week”.

(b) Every year the Governor of the Commonwealth of Puerto Rico shall issue a proclamation not less than ten (10) days before the beginning of the week, to summon the people of Puerto Rico to join in the activities provided in this section.

(c) The Mental Health and Addiction Services Administration, the Department of Education, and the Department of the Family, as well as the other bodies and public entities and the municipalities of Puerto Rico, shall adopt the necessary measures to achieve the objectives of this section through the organization and holding of activities to celebrate “Drug Use and Abuse Prevention Week”.

(d) The Governor, the mayors, the legislators and heads of the administrative [agencies] shall be available to act as spokespersons of the message for the prevention of drug use and abuse on the different strategies that are developed during the week established in this section, mainly to visit the Island’s public and private schools and other institutions where high risk groups assemble, to hand out educational materials, and to give lectures.

(e) A copy of the annual proclamation shall be distributed to the mass communication media of the Island for its disclosure and/or publication.
