(a) To designate the month of November of each year as the “Special Education Month in Puerto Rico”, and the second Friday of said month as the “Special Education Teacher’s Day in Puerto Rico”.
(b) The Governor of the Commonwealth of Puerto Rico shall annually issue a proclamation to the effect, at least ten (10) days prior to November 1, in which he/she shall exhort the people of Puerto Rico, as well as the various agencies and entities in one way or another charged with providing special education services, to organize and sponsor activities proper to the celebration of the “Special Education Month in Puerto Rico”, and the “Special Education Teacher’s Day in Puerto Rico”.
(c) The Department of Education with the collaboration of the University of Puerto Rico, specifically the School of Education, and the Puerto Rico Corporation for Public Broadcasting, as well as the other agencies, public or quasi public bodies and entities, specifically those that are part of the Advisory Committee of §§ 1351—1359 of Title 18, as well as the municipalities of Puerto Rico, shall adopt the measures needed to achieve the objectives of this section by organizing and conducting activities to celebrate the “Special Education Month in Puerto Rico”, and the “Special Education Teacher’s Day in Puerto Rico”.
The Department of Education is responsible for directing and coordinating, in an integral manner, all government efforts geared to achieve the purposes of this section.
