§ 5149. International Human Rights Day

(a) The tenth day of December of each year is hereby declared as the “International Human Rights Day” in the Commonwealth of Puerto Rico, pursuant to the provisions of the United Nations Organization.

(b) The Governor, by means of a proclamation, shall annually exhort the people of Puerto Rico to promote human and civil rights on that date.

(c) The Civil Rights Commission is hereby directed to make the significance of said day known through the celebration of special activities that promote human rights on our Island. The Civil Rights Commission, the Department of State and the Department of Justice, whose functions are related to the protection or promotion of human rights, shall publish the significance of this day by holding activities that promote human rights in accordance with their respective functions.

(d) It shall be the responsibility of the Secretary of State of the Commonwealth of Puerto Rico to remit a copy of this act to the Secretary General of the United Nations Organization.
