§ 5004a. Land Day—Celebration; prizes to small landowners

It shall be the duty of the Secretary of Agriculture, through his agricultural agents, to make the necessary provision for the celebration of this day, by holding in all towns of the Commonwealth, lectures, fairs, demonstrations and expositions, and any other act deemed advisable by him, in order to make known to agriculturalists and to the general public the progress made in the science of agriculture in this Commonwealth and the production of each municipality; Provided, That special attention shall be given to propaganda, through persuasive means, to the end that small landowners shall keep their lands and cultivate them intensively, awarding prizes to such as shall have possessed them, as owners, for the greatest number of years.
