(a) The first day of September of each year is declared to be “Bible Day”.
(b) The Governor of Puerto Rico, through a proclamation to such effect which shall be issued ten (10) days prior to the first of September of each year, shall urge the people of Puerto Rico to organize and sponsor activities proper to such celebration.
