§ 694. Promulgation of security regulations

All the directors of the different government dependencies are hereby directed to adopt regulations on those norms necessary to guarantee the security of visitors, employees and public property, in accordance with the particular needs of the institution they direct. They shall include in said regulations, however, the security norms provided in this chapter, which may be extended according to the needs in each case, provided no attempt is made against the constitutionally guaranteed rights of the citizens. Likewise, the regulations promulgated by virtue of this chapter shall comply with the limitations provided herein.
