P.R. Laws tit. 1, § 681
The Government of the Commonwealth of Puerto Rico shall adopt a National Plan for the Prevention of Violence (the Plan), based upon the multisectoral approach and public health collaboration model utilized and recommended by the World Health Organization for the purposes of:
(a) Promoting healthy attitudes and behaviors in children and youth during their development and modify aggressive attitudes and behaviors in individuals who have already become violent or are at risk of attempting against themselves or incurring other behaviors that are harmful to their own health.
(b) Healing the less noticeable consequences of violence that go beyond physical harm, such as mental, personality and behavior disorders, deprivation and development deficiencies.
(c) Creating healthy family environments, and provide professional help as well as support to dysfunctional families, and other services to protect families at risk of violence.
(d) Improve the treatment and rehabilitation response systems and provide the assistance and support needed by the victims.
(e) Address problems that may generate or lead to violence, raise public awareness about violence and promote community action and good relations among neighbors.
(f) Applying the scientific method for the solution of social problems, in a multidisciplinary manner, by joining government and private institutions with community leaders in order to create strong support networks against violence in all its manifestations.
(g) Providing that the public health system has more involvement and reach in prevention strategies in the fight against violence.
