The interpretation, implementation and administration of this chapter shall be carried out in strict compliance with the declaration of purposes set forth herein and in complementary manner with the principles of the penal, civil and administrative laws that are applicable in the interpretation of laws regarding topics analogous to those addressed in this chapter.
