(a) In the event that the Commonwealth Election Commission orders a recount for the position of Governor, the transition process shall not be paralyzed and shall be carried out as established in §§ 458—477 of this title.
(b) In the event of an electoral recount, the Outgoing Transition Committee and the committees of all the agencies and public corporations of the Commonwealth of Puerto Rico shall be constituted by the members provided in §§ 458—477 of this title and shall have the same duties and obligations as if no electoral recount is taking place.
(c) In the event of an electoral recount, the candidate for Governor other than the incumbent, who has obtained the majority of votes, shall appoint his/her Transition Committee not later than two working days after the general election is held, as established in §§ 458—477 of this title.
