§ 5682. Fees to be paid

With regard to the fees to be paid under this chapter, the following rules shall be followed:

(a) The following fees shall be paid for the vehicles indicated below:

(1) Forty dollars ($40) per year for each public or private service automobile registered for the first time after the date of effectiveness of this act.

(A) Forty dollars ($40) a year for each public transportation automobile registered for the first time upon the date of effectiveness of this act. Provided, That the amount of twenty dollars ($20) per year shall be paid after the third year of registration.

(2) One hundred dollars ($100) per year or fraction thereof for drive yourself or rental automobiles.

(3) Seventy dollars ($70) per year, for each vehicle used exclusively for the transportation of students.

(4) For luxury automobiles, the fees to be paid shall be those established in clause (1) of this subsection and an additional fee under the following standards:

(5) One dollar ($1) for each public bus with a capacity of between eleven (11) and twenty-four (24) passengers, for the first vehicle registered per year.

(6) One hundred dollars ($100) a year for each public service bus with a capacity of between eleven (11) and twenty-four (24) passengers, in addition to that mentioned in clause (4), for the first five (5) years of registration; and ten dollars ($10) a year after the third year of registration.

(7) One hundred and fifty dollars ($150) per year for each public or private bus with a capacity of twenty five (25) or more passengers.

(8) For tractors or tow trucks, according to their weight, on the basis of the following standards:

(A) Twenty-five dollars ($25) per year, for one (1) ton or less.

(B) Forty dollars ($40) per year for over one (1) ton, but not exceeding two (2) tons.

(C) Sixty-five dollars ($65) per year for over two (2) tons, but not to exceed three (3) tons.

(D) Two hundred and fifteen dollars ($215) per year for over three (3) tons, but not exceeding four (4) tons.

(E) Three hundred and fifteen dollars ($315) per year for over four (4) tons, but not exceeding five (5) tons.

(F) Four hundred and fifteen dollars ($415) per year for over five (5) tons, but not exceeding eight (8) tons.

(G) Five hundred and fifteen dollars ($515) per year for over eight (8) tons, but not exceeding ten (10) tons.

(H) Seven hundred and fifteen dollars ($715) per year for over ten (10) tons.

(9) For trailers or semi trailers designed to haul cargo on their structure and be towed by another motor vehicle, based on the following standards:

(A) Twenty-five dollars ($25) per year for those with a freight capacity not to exceed two (2) tons, not including trailer homes or offices.

(B) Sixty-five dollars ($65) per year for those with a freight capacity in excess of two (2) tons, not including trailer homes or offices.

(C) One hundred and sixty-five dollars ($165) per year for those used as trailer offices.

(D) Sixteen dollars ($16) per year for those used as trailer homes.

(E) One dollar ($1) per year for those used by farmers and poultry and livestock producers in agricultural business, with the previous certification of the Secretary of Agriculture.

(F) The fees to be paid for the registration of commercial container trailers and semi-trailers proceeding from the United States or from any foreign country shall be computed on the basis of one hundred dollars ($100) multiplied by the daily average of trailers or semi-trailers that the company kept traveling on the thoroughfares of the jurisdiction of Puerto Rico during the immediately preceding calendar year, of which fifty dollars ($50) shall be covered into DISCO and the remainder shall be covered into the funds of the Highways and Transportation Authority for the construction and improvements to the thoroughfares of Puerto Rico.

(10) Twenty-one dollars ($21) per year for motorcycle licenses.

(11) Thirty-three dollars ($33) per year for license for motorcycles equipped to transport merchandise of any sort.

(12) Fifty-one dollars ($51) per year for license for commercial vehicles engaged in private service.

(13) Seventy dollars ($70) per year for license for commercial vehicles engaged in public service.

(14) Seventy[-five] dollars ($75) per year for license for heavy motor vehicles engaged in private service with a freight capacity of more than one (1) ton, but not more than two (2) tons.

(15) One hundred and eleven dollars ($111) per year for license for heavy motor vehicles engaged in private service with a freight capacity of more than two (2) tons, but not more than six (6) tons.

(16) Ninety two dollars ($92) per year per permit for each heavy motor or commercial vehicle used for public service with a freight load of more than one (1) ton, but not exceeding two (2) tons.

(17) One hundred twenty five dollars ($125) per year per permit for heavy motor or commercial vehicles used for public service with a freight load of more than two (2) tons, but not exceeding two [sic] (6) tons.

(18) Thirty-six dollars ($36) per year for each ton or fraction thereof on motor vehicles engaged in public or private service with a freight capacity of more than six (6) tons.

(19) One hundred dollars ($100) [per] year for a license for a heavy motor vehicle used by the owner as a working instrument, as determined in § 5482 of this title.

(20) Ten dollars ($10) for registering the transfer of ownership of a motor vehicle.

(21) Ten dollars ($10) for the right to take the examination for chauffeur, driver, heavy motor vehicle operator or motorcycle driver.

(22) Five dollars ($5) for the right to again take the examination for chauffeur, driver, heavy motor vehicle operator or motorcycle driver after having failed the examination the first time.

(23) Five dollars ($5) for the duplicate of any type of registration, license or title.

(24) Ten dollars ($10) for the driver’s license for a person holding a license from any state or territory of the United States or any foreign country.

(25) One hundred dollars ($100) per year for a motor vehicle dealer license.

(26) Ten dollars ($10) for the right to take the examination or reexamination for a learner’s permit.

(27) Thirty dollars ($30) for the renewal of a license to drive a motor vehicle thirty (30) days counting from its expiration date.

(28) Ten dollars ($10) for the renewal of a license to drive a motor vehicle within the term of thirty (90) days from its expiration date.

(29) Fifty dollars ($50) per year for the license of the license processing agent, and twenty-five dollars ($25) for the right to take the agent’s examination.

(30) Ten dollars ($10) per year for the identification card for authorized license processing agents.

(31) One hundred dollars ($100) for special license plates for motor vehicle dealers.

(32) Two dollars ($2) for a duplicate license sticker.

(33) Ten dollars ($10) for license as driving school instructor.

(34) Ten dollars ($10) for renewal of license as driving school instructor.

(35) Ten dollars ($10) for issuing certificate of title.

(36) For automobiles with special license plates for antique, classic and modified classic automobiles, as provided in § 5027 of this title, one dollar ($1), per year.

(37) Forty dollars ($40) per year for private service bus with a capacity of up to eighteen (18) passengers, including the driver.

(38) One hundred dollars ($100) per year for private service bus with a capacity of between nineteen (19) and twenty-four (24) passengers, including the driver.

(39) For tow trucks, according to weight under the following standards:

(A) For permits for private service tow trucks of up to five point five (5.5) tons gross weight, fifty-one dollars ($51) per year.

(B) For permits for public service tow trucks of up to five point five (5.5) tons gross weight, fifty-one dollars ($51) per year.

(C) For permits for private service tow trucks of up to six point five (6.5) tons gross weight, seventy-five dollars ($75) per year.

(D) For permits for public service tow trucks of up to six point five (6.5) tons gross weight, ninety-two dollars ($92) per year.

(E) For permits for private service tow trucks of up to eight point five (8.5) tons gross weight, one hundred eleven dollars ($111) per year.

(F) For permits for public service tow trucks of up to eight point five (8.5) tons gross weight, one hundred and twenty-five dollars ($125) per year.

(G) For each ton or fraction of ton of gross weight of a vehicle in excess of eight point five (8.5) tons for tow trucks devoted both to public or private service, thirty-six dollars ($36) per year.

(40) The fee for the theoretical or practical examination or reexamination for endorsement to operate a motorcycle, ten dollars ($10).

(41) For renewal, an additional ten-dollar ($10) fee shall be paid for the annual renewal of the motorcycle sticker.

(42) For automobiles with special license plates for antique, classic, or modified classic cars, as provided in § 5027 of this title, one (1) dollar [per] year.

(43) Ten dollars ($10) for the replacement of a lost or stolen license plate.

(44) Two hundred fifty dollars ($250) annually for the registration of all-terrain vehicles. A sum equal to two hundred dollars ($200) of the monies generated as a result of such registration shall be allocated to the Medical Services Administration (ASEM, Spanish acronym) to defray the operating expenses of the Trauma Center of the Puerto Rico Medical Center, and the Ramón Emeterio Betances Medical Center in Mayagüez, and fifty dollars ($50) shall be allocated to the Department of Transportation and Public Works (DTOP) to defray expenses related to its obligation towards all-terrain vehicles expenditures.

(b) Disabled veterans exempted from the imposition of taxes on vehicles, pursuant to clause (a) of paragraph (1) of subsection (c) of Section 34 of Act No. 2 of January 20, 1956, as amended, shall not pay license fees. If the owner of an automobile on which fees were not paid under the provisions of this subsection sells or otherwise transfers said automobile, the corresponding total annual license fees shall be imposed on said vehicle according to the provision of this section.

(c) The Secretary shall prescribe the rules and regulations needed to enforce the provisions of this section and § 5681 of this title, which shall have the force of law once they are promulgated.

(d) A special deposit is hereby created in benefit of the Highways Authority in which fifteen dollars ($15) shall be covered into the same for each registration renewal of private and public service automobiles.
