Any motor vehicle that travels on the public highways shall have the equipment required by this subchapter, in good working condition and adjustment, and said vehicle must be in such mechanical condition that it will not be a threat to the public safety. To such ends, every motor vehicle that travels on the public highways shall be equipped with the gas emission control system, including the catalytic converter and related parts.
