The Secretary shall establish by means of regulation the fees to be paid for the issuing and duplication, as well as combinations of each of the special personalized license plates authorized by this chapter. The income thus collected shall be deposited in its entirety in a special fund for the improvement of services, installations and mechanization systems of the Office of the Director of Services to Drivers of the Department of Transportation and Public Works and in a special fund for the support of the technological education of the Department of Education.
