The Secretary shall issue certificates of title for every motor vehicle, trailer or semi-trailer in Puerto Rico and shall keep a registry of all certificates issued. In addition he/she shall organize and keep any indexes or registries that will facilitate the classification of information on motor vehicles, trailers or semi-trailers, according to the provisions of this chapter, of the fiscal laws, or of §§ 1001 et seq. of Title 27, known as the “Puerto Rico Public Service Act”.
