The Secretary shall issue certificates of ownership for all heavy construction or agricultural equipment units in Puerto Rico and keep a Register of all certificates thus issued. The Secretary shall also organize and keep any indexes or registers that enable him/her to put in order the information concerning heavy construction or agricultural equipment pursuant to the provisions of this chapter, fiscal acts and public service acts.
