No person may own, operate or conduct any legal business whatsoever over heavy construction or agricultural equipment units that are not duly registered at the Department of Transportation and Public Works, pursuant to the provisions of this chapter and applicable regulations. Vehicles property of the government of the United States of America are hereby excluded from the provisions of this section.
