Any person, official or public employee who directly or through an intermediary willingly enters, feeds or furnishes false information on motor vehicles to any physical government file or computer system, or willingly, on his own or through another person, eliminates, modifies or changes the information on motor vehicles appearing in the computer system or in any other physical government file, knowing that said acts are not proper shall incur a fourth degree felony.
