By virtue of this chapter, all departments, agencies, instrumentalities, and public corporations, as well as municipalities, shall preferably enter into contracts with the Corrections Administration to obtain those goods manufactured and services offered by inmates, such as agricultural, embellishment, and construction activities, cabinetmaking, upholstery, dressmaking, welding, auto repair, and printing, as well as the auto-detailing of the government’s vehicle fleet, among others.
