The Secretary of the Department of Corrections and Rehabilitation shall promulgate the necessary regulations to comply with the provisions of this chapter, establishing as minimum requirements the provisions of the federal legislation created for such purposes, Public Law 95-144 of October 28, 1977, as amended, known as the “Transfer to and from Foreign Countries”.
