§ 1143. Additional transfers; standards; personnel

The following standards shall govern the functions and programs transferred to the Administration, in addition to the provisions of this chapter:

(a) There shall be transferred to the Administration and used for the aims and purposes of this chapter, any property or interest thereon; records, files and documents; appropriations and available funds or to be made available in the future, including superavits; stock, assets and credits of any kind; obligations and contracts of any type; licenses, permits and other authorizations and the personnel which, at the time the transfer is made effective, is rendering services in the activities or programs transferred.

(b) All employees transferred to the Correctional Administration, appointed under Act 345 of May 12, 1947, as amended, known as the “Personnel Act of Puerto Rico”, are guaranteed all vested rights under the aforesaid act or other applicable laws, as well as the rights, privileges, obligations and status with respect to any existing retirement, pension, savings and loan fund system or systems to which they were affiliated.

(c) All the regulations governing the operation of the functions and programs transferred, which are in force at the time the transfer goes into effect and which are compatible with this chapter, shall continue in force until they are substituted, amended or repealed by the Administrator.
