Sections 721—726, 740 and 741 of this title shall not be interpreted in the sense of prohibiting the Supreme Court of Puerto Rico from granting courtesy authorization to any lawyer of good repute before the Supreme Court of any state or territory of the United States or of the District of Columbia who visits this Commonwealth, to appear as such lawyer in the courts of this Commonwealth in special cases, or from including the person duly authorized to discharge the duties of Secretary of Justice of Puerto Rico, the Supreme Court of Puerto Rico being able to admit said person to practice in the Commonwealth courts without examination.
