It shall be the duty of the Secretary of Justice to publish each year, a summary of the statistical labors accomplished during the preceding one, and make such recommendations as may be necessary for the improvement thereof; he shall state therein the labors realized by the courts of justice during the preceding years, specify the condition of criminality, point out the causes which, in his opinion, have brought it about, and specially recommend such measures as he may deem advisable for the diminution thereof.
