The rules to be adopted by the Supreme Court shall contain provisions to govern everything relative to admission tests, promotion tests, admission lists, promotion lists, readmission lists, probatory employees, regular employees, assignment and reassignment of positions, classification plan, compensation plan, procedure to fill vacancies, allegiance oath, probation work, provisional appointments, emergency appointments, transfers, reassignment or readmission for disability, working hours, holidays, leaves, disciplinary actions and removals, appeals and other matters related to the system of personnel administration herein established.
