The Chief Justice shall develop public education programs and materials, provide basic knowledge on the courts system, furnish [an] understanding of legal controversies, offer information on civil and criminal procedures, acquaint the citizens on their rights and responsibilities, as well as on the availability of optional methods for the [resolution] of conflicts.
