Rule 2.2. Administrative organization of the Judicial Center of San Juan

The Chief Justice shall designate from among the judges appointed by him to the Court of First Instance, San Juan part, an Administrative Judge of the Judicial Center of San Juan, who will be responsible to him for the administration and proper operation of that Center. He shall also designate an Assistant Administrative Judge of the Judicial Center of San Juan, who will substitute the Administrative Judge of the Judicial Center whenever necessary. The Administrative Judge of the Judicial Center in coordination with the Administrative Judge of the Court of First Instance, San Juan part, may preside [at] hearings and perform other functions in said part relating to matters within his jurisdiction; and he shall act as Administrative Judge of the same in case of vacancy, absence or disability of said Administrative Judge.

The Chief Justice shall designate an Administrative Judge for the Court of First Instance, San Juan part, an Administrative Judge for the San Juan part, in matters concerning minors, and an Administrative Judge for each one of the parts of San Juan and Rio Piedras of the District Court.

The Administrative Judge shall be responsible for distributing the cases and matters among the judges of his part, shall prepare the calendars of judicial matters, and shall serve as liaison between the judges appointed to his part and the Administrative Judge of the Judicial Center.

The Chief Justice shall designate in the Court of First Instance, San Juan part, an Assistant Administrative Judge for Civil Matters and an Assistant Administrative Judge for Criminal Matters and any other assistant administrative judges which he deems necessary, for said part as well as for the Court of First Instance, San Juan part, for matters concerning minors, and the San Juan and Rio Piedras parts of the District Court, who shall help the corresponding Administrative Judge in his administrative functions.

The Administrative Judge of the Judicial Center shall have the counsel and advice of an Executive Committee which will be composed of the Administrative Judges and the Assistant Administrative Judges. This Committee shall be presided by the Administrative Judge of the Judicial Center and will meet at least once a month. The Administrative Judge of the Judicial Center may designate additional advi[sory] committees with specific commitments.

The Administrative Judge of each part shall submit to the Chief Justice through the Administrative Judge of the Judicial Center the report as to his administrative activities required by Rule 2.3 of these rules.

The Administrative Judge of the Judicial Center shall submit to the Chief Justice within the first thirty (30) days of July and January of each year, a written report on his administrative activities during the preceding six (6) months.

The Administrative Director of the Courts shall appoint, after consultation with the Administrative Judge of the Judicial Center and with the approval of the Chief Justice, an Executive Director of the Judicial Center who shall be responsible to the Administrative Judge of the Judicial Center for the execution, supervision, and administrative control of all those activities which are not of [a] judicial nature.
