The transfer of powers to the Administration from the Puerto Rico Agricultural Services Development Corporation and the Agricultural Services Administration, as well as the Guaranteed Income Program and the Farm Insurance Program, shall be carried out pursuant to the provisions of §§ 1861 and 1862 of this title.
Prior to the transfer of powers and programs, the Secretary shall make a detailed analysis thereof, to integrate and consolidate similar functions and/or activities, and eliminate those that would duplicate efforts.
The Secretary, after consulting the Governor, may relocate or transfer the functions, programs and activities to the Administration and the public corporations attached thereto, to said corporations, and the Administration and other government agencies of the Executive Branch within the agricultural sector of the Department of Agriculture.
