The Secretary is hereby empowered to enter into agreements with other government, Commonwealth and federal entities, as well as with non-governmental organizations to study, administer, and manage the Corridor.
Likewise, the Secretary is hereby empowered to establish the necessary regulations to discharge the duties and functions imposed unto him/her by this chapter. Such regulations must comply with the provisions of §§ 2101 et seq. of Title 3, entitled “Commonwealth of Puerto Rico Uniform Administrative Procedures Act”.
The Secretary shall give highest priority and preference to the allocation of financial resources and technical assistance for the established projects and those to be developed in the future in the lands comprising the Corridor.
