The Secretary of Agriculture is hereby authorized to establish agreements with the Land Authority of Puerto Rico, and with other government, state and federal entities, as well as with nongovernmental organizations, for the development of studies and a plan for the administration and management of the Vega Baja Agricultural Reserve. Furthermore, the Secretary of Agriculture is hereby authorized to establish the necessary regulations to discharge the duties and functions imposed by this chapter. Said regulations shall comply with the provisions of §§ 2101 et seq. of Title 3, known as the “Uniform Administrative Procedures Act”. The twenty-two (22) cuerdas lot within the premises of this Agricultural Reserve in which the batey of the old San Vicente Sugar Mill is located shall be ceded free of cost to the Municipality of Vega Baja, for the establishment of the Vega Baja Agricultural Museum, as provided in the act signed by the Hon. Governor Sila María Calderón for such purpose.
