It is hereby declared as the public policy of the Government of the Commonwealth of Puerto Rico, in its commitment [to] the Vega Baja Agricultural Reserve, to develop, preserve and protect said lands, which are located in the Municipality of Vega Baja, given their high agricultural value. It shall be the duty of the Government to prevent the use of said lands for any other purposes.
