§ 1751. Statement of public policy

The Commonwealth of Puerto Rico has recognized the importance of the agricultural endeavor as an activity needed to produce food, generate jobs and preserve the environment. It is therefore imperative to promote the growth, modernization and diversification of the agricultural production in order to meet the needs of consumption, and allow reasonable prices for the consumers, attractive profits for the growers and fair salaries for the workers.

The Legislature of Puerto Rico recognizes that the lands which comprise the Valley of Guanajibo are mainly of agricultural value due to their location, and their physical, topographical and geological characteristics. In order to further the development of the agriculture in the western region of the Island, we deem it to be for the best interest of the People of Puerto Rico to declare the Valley of Guanajibo as an agricultural reserve.
