§ 1566. Construction in favor of powers and faculties of Secretary of Agriculture

Whenever there exists any doubt as to the faculties of the Secretary of Agriculture to comply with the responsibilities required by this chapter and to use the powers that same ratifies, it shall be liberally construed in favor of the powers of the Secretary of Agriculture.
