The Secretary of Agriculture is hereby empowered:
(a) To promulgate such regulations and establish such standards as in his judgment may be necessary for the best marketing of farm products.
(b) To carry out scientific research to determine the best standards and practices for the regulation of markets and farm products marketing and the standardization of farm products in and outside of Puerto Rico.
(c) To carry out all such functions and activities as may be necessary for the regulation and inspection of farm products and markets.
(d) To prescribe and collect assessments for the inspection of products and marketing services furnished by the Department of Agriculture when in its judgment such assessments should be collected.
