Irrespective of all previous processing, before it is used for feeding swine or barnyard fowl, all garbage shall be heated at a temperature of at least 212 degrees Fahrenheit for at least thirty (30) minutes, unless it is treated in any other manner approved in writing by the Secretary of Agriculture of Puerto Rico as equally effective for the protection of human and animal health.
