The following terms have the meaning expressed hereinbelow:
(a) Administrator. — The Milk Industry Regulation Administrator, created by virtue of §§ 1092—1118 of this title.
(b) Producer quota. — The contribution of the total quota that a producer has to produce in quarts of milk every fourteen (14) days.
(c) Total quota. — The amount of quarts of milk that the Office of the Milk Industry Regulation Administrator assigns to milk producers, to be produced every fourteen (14) days, in accordance with the market’s needs.
(d) Catastrophic event. — Any typical weather phenomenon causing a declaration of a national state of emergency, which interrupts the regular operations of the milk industry.
(e) Fresh milk. — Milk in its natural state, be it raw or pasteurized and homogenized, sold to the public for its direct consumption.
(f) License. — The permit issued to milk producers by the Administrator for the operation of dairies.
(g) Office. — The Office of the Milk Industry Regulation Administrator.
(h) Milk producer. — Any person who is owner, administrator or in charge of dairies.
(i) Transaction. — The sale, lease or bequest of the producer quota.
