Authority is hereby conferred on the Court of First Instance of Puerto Rico to take cognizance of cases instituted for commission of the offenses established in §§ 1092—1118 of this title. Said cases shall be heard before a court without a jury and it shall be the duty of the Secretary of Justice to sustain the proper indictments.
