(a) A “Special Research Financing Fund Account” shall be established at the Land Authority that shall be nourished annually and as of the approval of this act with a sum of up to three percent (3%) of the total sum deposited in the (FIDA) account.
(b) The Research Funds shall be used exclusively to defray expenses for materials, equipment and direct costs related to the research. Research Funds shall not be used to defray scientific personnel payroll, contracts, or administrative expenses, revenues or stipends of any kind. These expenses shall be defrayed by the agency that requests the funds from the Committee.
(c) The Research Funds shall be used to defray the payment of university financial aid provided that the student participates in one hundred percent (100%) of the research in the project financed with these funds. The amount to be subsidized and the number of graduate students per project shall be established by the Agricultural Technology Development Committee through recommendations that shall be incorporated into the regulations established for such purposes. The funds may be used for the payment of the salaries and fringe benefits for the support and personnel by day’s wages or on payroll, who work directly with the research project. The funds shall not be used for the payment of contracts other than the hiring of the personnel described above, nor to defray administrative expenses, revenues, or stipends of any kind. Neither shall these funds be used to defray compensation in addition to salary, except for a highly justified need; and if this were the case, the prior approval of the Committee is required.
(d) The expenses of the projects participating in the Program that cannot be defrayed with the research funds provided by this chapter shall be the responsibility of the agency requesting the same.
